If I catch a guy staring at me from the distance and I'm into him and he's not giving me the creep alert with his staring or then I would smile back and hold eye contact briefly before looking away and I would probably run my hand through my hair
If I'm not interested I would probably frown raise an eyebrow keep eye contact briefly sort of as a staring him down sort of thing and then turn away presenting my back.

usually I start looking at them more to see if they're still looking ( I do that with the ones im interested in and the ones im not interested in) , and sometimes i make eye contact with the ones im interested in
