Would a girl hold her gaze if she wasn't interested?

There is a girl I have caught staring at me multiple times. When I notice she keeps looking at me for a few seconds before looking away. When she is close to me she won't make eye contact though and acts like she didn't see me. The way she acts up close makes me think she isn't interested but why would she keep trying to hold my gaze from a distance if that was the case. I would think she would look away when I noticed if she didn't want to show interest.

Answer to your general question: No, they probably wouldn’t hold a gaze. Like most guys, women don’t tend to look at guys they don’t like for long periods of time.

Answer to your description: She definitely likes you. I do the same thing because I am shy and also autistic (not saying she is but a lot of autistic people struggle with direct eye contact) with guys I like I’ll look at them when they’re across the room but never when they’re up close because it’s too personal, so don’t second guess it. And no, she will NOT make the first move.

She could be shy. You intimidate her. It's easier for her to hold your gaze far away then up close and personal

She is interested in you, but she is very shy. So if you like her, then go approach her.
