Would a girl constantly glance at me/make eye contact if she wasn't interested?

This girl always seems to look at me from a distance or when she thinks I'm not looking, but doesn't make eye contact/acknowledge me when I'm close to her. We have traded friendly smiles a few times before but that's the extent of our interaction. I assumed she had no interest but I keep noticing her looking at me so I'm not sure.
