Depends on who you're comparing. I'd say that generally speaking most men have a higher "capacity" for physical strength if they choose to pursue it compared to most women. But it's not all and a women who puts in the work to improve her physical strength is entirely capable of becoming stronger than the baseline fo men who aren't putting in as much work.

Personally? Absolutely not. But I'm sure there are women that are naturally stronger than the lower end of the male baseline. But the work you put into your body makes such a huge difference that the baseline is only relevant when looking at the extremes in my opinion.

But if a man and a woman were to train the same amount, the man would naturally be much stronger, every time.

Technically yes, but if you ranked the strongest people, most of the top the leaderboard would be all men, and the top spot is definitely a man. So maybe at some point, but its unlikely.
