Zach, Zach, Zach, you got your dad throwing out your condoms, telling you not to troll friends for sex or you will get arrested, now this? it is not illegal to approach a girl and ask for her digits. if you persistently harass a girl you can be told to leave the establishment and not allowed back but if someone says no you say ok thanks and move on. at some point you gotta tell your dad- hey would you prefer if i was into guys? call his bluff and bully tactics, see if he gives you some slack. people ask for or give out phone numbers all the time, hell even when im on shift at work, i get people giving me their number.

But most countries will let you conduct a survey questionnaire in public places.

You can be barred from private space like stores and malls. You can't be arrested for asking a question unless they ask you to leave and you refuse, or if they tell you not to return and you do.
