No. To me that seems desperate and coming on too strong. Whatever happened to just meeting someone and striking up some light conversation first? It has to be natural, and not forced. It also should be in a situation where you have a bit of time to do just that, such as standing together in a long line-up, or sitting near each other in a coffee shop.
