Why would a guy act nervous when he sees a certain woman?

A new guy started at my job a couple months ago. From what I can tell he seems to have no problem communicating with others. When we have passed each other on a few occasions, we look at each other from a distance, and then as we are coming closer up til we pass, it seems like a series of glances - including one as we pass, and no one speaks. He did say good morning on one occasion and I smiled and said good morning back.

It just seems that when he sees me he looks nervous. It is hard to explain, but one occasion looked lightly startled. Sometimes it looks like he is looking all around, but like steals a glance in-between. If we are in a group conversation, he will totally avoid looking toward me and making eye contact.

So his behavior is confusing, because where it seems there are little hints of interest, the nervousness, etc makes me feel like maybe he wouldn't be interested. I do find him very attractive and would like to get to know him. He doesn't know this and I am by no means pushy. I would try to be friendly toward him (saying hello, smile, etc) if the opportunity presents itself and there is no one around.

So how should I interpret nervousness from this guy? Why would a guy act nervous, to what seems to be only around me?
