It happens to me all the time working. I have to wear fairly skimpy tops for work so mix that with guys consuming alcohol and it happens all the time. I am kinda numb to it at this point since it is a regular occurrence. When I'm going about my normal day at school or whatever it isn't much of an issue. Especially so this time of year when it is cold and I usually am all bundled up. Even when it does happen I don't think much about it and go about my business. What else can I do. They are going to look and I'm in public.

Gawking, staring or glancing at women's breasts is never unintentional. There is always a reason why men do it, be it because they hope to see something or because they think that women appreciate it.

You are right to feel bad about it because most women don't appreciate to be looked at this way. It tells us (again) that we are nothing more than objects to them that can be sexualized. It has been like that for centuries.

Anyone doing that to me will get a piece of my mind and I am not shy to speak out loud for others around to hear.

It is very humiliating to the victim of such behavior.

We notice. Most of us don't really pay it any mind since it's a daily occurrence and we know it's a natural thing. Having F's certainly doesn't help to determine them any attention. It's when you start staring and making comments and gestures that's the issue. Granted, it's also going to depend on how well we know you and on each woman's comfort level.
