I'm trying figure out what she was saying. If someone can't take care of them selves then what exactly are they implying?

Maybe she’s in a period where she’s constantly overwhelmed, or depressed. Maybe she has trouble with basic tasks like feeding herself, showering, maintaining a schedule, friendships etc. It can all be hard

Depends on the context. If you're joking, or talking about something light like her adopting a second cat (an example) she might say that because she has not even enough time for her own stuff to be taking more responsibilities. In a serious context that means she's not in her best state rn.
