Girls, what does it mean when you give a guy a long, soulless stare?

I’ve had this happen to me twice over the past 3 weeks:

1. First time was a couple of weeks ago. I went back to a restaurant with a friend that we visited about 3 months prior. We had the same waitress. When she saw me, she looked at me and would not look away until I broke gaze. She kept staring intensely while I was trying to place my order, pay the bill, etc. It was very uncomfortable. She never smiled. Was she interested? Could there have been something on my face? I’ve never seen this woman outside of the 2 times I’ve been to this restaurant, so I don’t think she hates me. What could be the deal?

2. Then this past Saturday night, I went to an arcade bar with a few friends. As we’re walking along the back wall, a woman spots me, then as I pass her, she turns her right shoulder into me. I look back and see her staring at me but she doesn’t say sorry or anything. Just gives me a blank stare. I keep moving because I was unsure if she hit me by accident or was interested. But when my friends and I come back to where she was standing, she leaves and goes to another side of the bar and one of my friends catches her glancing in our direction. We eventually move to where she’s at, but she turns her back as we get closer. Was she playing hard to get? Was she embarrassed that she hit me? What should I have said when she hit me?
