I have also seen girls being uncomfortable in underwear but when they are in a bikini they are perfectly fine, even though the underwear is clearly covering more and bikini is more revealing. Whys that?

In Japan lots of women dress reasonably conservatively but on Halloween they go all out and have a blast.

You see the shiest girls there dressed in a sexy nurse outfit in short skirt spreading their legs wide open while pole dancing.

I think they just need to see a lot of other women dressed the same way in the same environment to let loose.

They don't care unless a dude they aren't interested in takes notice. I have heard this from not only women I've dated and lived with, but their female family members as well.

The difference is the consent. If we're wearing revealing bikinis to the beach etc. it is bc we decided it's okay for others to see us that way. Some women feel like wearing underwear is a more private matter and the consent level clearly isn't put in the same context.

• My girlfriend and her mum wear Teeny Tiny adjustable strings lycra bikinis freely and like them wearing it in public beaches.

The point of underwear isn't coverage, it's that it's worn under clothes. If a woman or girl is wearing something that reveals part of her butt, I'd assume she's comfortable with that. Swimming involves undressing most of one's clothes, since clothing is detrimental to swimming, so that's why she's comfortable. She's not going to wear her clothes when swimming.
