Sometimes if it is very obvious we might be able to tell that you think we are attractive or that you have some interest in us. Some people are way more obvious than others. Some guys (and girls for that matter) can hide it very well while others are very forward even if they don't mean to be. So it really depends on the person and how well they hide their emotions or intentions. Staring is an easy one to pick up on. You say you try not to stare too much. Sometimes all it takes is to catch a guys staring once to know that he thinks we are cute or whatever. Of course people stare for other reasons than just that so we always are working under an assumption.
