Girl's Behavior

Thought about this girl ghosting me?

A girl from my workplace from a different department said to her friends i am handsome and got great personality. Therefore, I assumed I should ask for her phone number since we have known each other for a while now and I always talk to her and make her laugh. I got her number and she smiled I waited a couple of days till I called. She didn't pick up cause she didn't have my number only I had hers, so I texted her saying it was me, she responded how are you? and then I left her a message saying I would love to take her to a nice dinner tomorrow. And then guess what? got ghosted for 3 weeks now. I never texted her again, I just left it as it was.

I see everyday at work and she acts like nothing happend, she smiles and sometimes even looks at me.

Sometimes I wanna ask her why she did that, but I know it would make me look needy.

My question is.. why is that? did I do smth wrong? is she immature? is she toxic and just wants me to chase her?
