From a distance, I notice her figure, posture, legs, and the way she walks. I notice her waist, the curve of her hips, the arch in her spine that makes her butt protrude, and the roundness of her butt cheeks. I like when her lower body looks proud and sturdy and, at the same time, soft and bouncy.
I notice how far out her boobs stand out from her chest. I prefer full, erect, medium size.

There is a certain body shape that I prefer.
I like slender to average. An example of typical would be 34" to 36" bust, 24" or 25" waist, and 36" to 38" hips. Not skinny, not lean, not muscular, not thick.

I'm also partial to girls of short or average height, under 5'4", but I'm not a stickler for that.

I notice her hair. I'm not picky about color or style as long as it looks good on her. But I do admit a weakness for natural blonde and various reds.

Up close, I notice her face. I can't describe my ideal, but I know it when I see it.

I notice her skin.

I notice her movements and mannerisms, the facial expressions she makes and the way she gestures with her hands.

I notice her voice.

I notice if she seems bright or if she's a bubble head.

I like sweet, happy girls. Not stuck up snobs.

I'm sticking to what I notice before I get to know a girl because you asked what a guy thinks when he sees an attractive woman. Beyond physical attraction there are many other things that determine if I want to pursue a relationship.

What do I think when I see an attractive woman? That's hard to describe. Depending on her clothing and physical appearance, and if she is particularly striking, there are times when I might be awed, entranced, breathtaken. I'll admit that I wonder what she looks like completely nude.

I wouldn't go so far as to imagine sex with her. And I definitely wouldn't act weird or creepy around her.

Men don’t operate in a hive mind. Focus on attracting the right kind of man. Because a pretty face may attract a lot of men but is it bringing the right ones is another question completely.

Be genuine. Brave. Courageous. Kind. Sweet. Nurturing. Truth teller. Loyal. And you’ll attract much better people and some really horrible ones as well. Watch out

Sexually speaking its a package deal so some stuff that by themselves may be a + will be a - when combined or the other way around. So take that into account as i list the following. Do note many of these will be physical characteristics.

.1. Big boobs or Perky boobs (Perky works really well with fit girls)
.2. Tight ass (as in just the right shape) or a thick ass
.3. Athletic body ( as in Fit yet not too much. Being overly muscular will be a major turn off for most guys.
.4. Hair (not just colour but the hairstyle/haircut can be a major + or - for some men and can change vastly from man to man as well as on the woman their on as some women shouldn't have long/short hair but the other looks really good on them)
.5. Horny, there's no beating around this bush (pun intended) if a girl wan't it than the guy will be more inclined to her.
.6. Confident, most guys like confident girls (does not mean assertive as that's something else entirely. Confident as in not uncertain, not insecure, and not confused.)
.7. Eyes.
.8. In good health (no illness, and not fat or anorexic)
.9. Not being taller than the man in question (including when you wear high heels)
.10. Smiling, yes i know there's a whole stigma about it but the reason it exists is because a smiling woman is way more beautiful than one who isn't.
.11. Nice voice, (not singing just her voice sounds nice. Different men have different tastes here.)
.12. Not fake (no plastic surgery no fake hair colours, no fake nail or eyelashes, no wigs, and so on)
.13. Be Valuable, If a woman thinks she's worth it she will become worth it, Don't become a bitch or snobby (that will lower your appeal) just be certain of your worth and your subconscious actions will take care of the rest.
.14. Low body counts, Think of it like a lollypop, no one wants to eat a lollypop that's been licked by a hundred strangers before you. Being a virgin is a major + to appeal and having a low body count in general is a + while a high one is a - or even a major -
.15. Compatible personalities. If your compatible he'll likely want you.
.16. Age, men tend to like women a little younger than them though many don't care to much about age so long as the gap isn't too big.

Now for attractive as a partner rather than a target of lust (which to be fair is how most
relationships start via being attractive sexually to the opposite sex).

.2. Respect (That includes the little things like respecting his sleep and not waking him up just because you don't like that he's sleeping.)
.3. Frugality, (studies show men prefer a poor woman who spends little money than a rich woman who splurges. Unlike for women men do not care how much you earn but instead how much you spend.)

.5. Intelligence (at least don't be an idiot)
.6. Being fun (you don't have to be funny just fun to be around)
.7. Exclusive, (For example: If your in a relationship the only one your going dress provocatively for is your partner.)

.9. No divorces (each divorce you have will lower your value as a partner.)
.10. Compatibility (if your not compatible this isn't going to work).
.11. Be sexually attractive (what may be sexy changes from man to man but the list above should cover what most men like)
.12. Want kids (if you want to get married, its less important for boyfriend/girlfriend relationship.
.13. Communicative, just know how to talk and express your feelings. If your partner did something wrong don't just assume he knows what he did and actually tell him what he did wrong.

.15. Mental stability. no one wants a suicidal partner not do they want a psychopath.
