This girl rejected me a while ago, but she still continuous to glance at me. Why?

We had a thing a while ago, and she rejected me. It wasn't one sided, though. At one point she did like me, too. Since then, we've become very close. But I could always feel some sort of tension. She's also since done stuff like lay her head on me shoulder when she's tired, we lend each other clothes when we stay over at each other's houses, and we've slept in the same bed, too. She also seems to see me as like her protector. And back to my question, she ALWAYS glances at me whenever she gets the chance. I can provide more context if needed.

She probably has a boyfriend. Or she thinks you aren't really into her. You should have made a move when you were in bed with her. That would have made things pretty clear.

I know she doesn't have a boyfriend. And the only reason I'm not trying to show her that I am into her because she rejected me once. So, I don't want to make it awkward. And I didn't want to make a move with her then because of the same reasoning. In retrospect, she made it certain that I wasn't leaving. She kept saying that I was coming with her. And we watched a movie and talked. That's about it.

She initially said that because we are in the same friend group (we still are) it wouldn't work. She also later admitted to leading me on back then, but she told me after being super drunk and while she was crying, apologizing. I forgive her for that, because the past me is MUCH different than current me. I've glown up a lot, so I understand why she did it.

Eh, I'd move on and find someone better. Give her space. A lot of it. If she wants you, she can be clear about it. Otherwise, you're setting yourself up for work problems because she's obviously a lot of drama.
