You never gawk at other people and probably, you were just too obviously staring at that woman. This man was right to scold you because this only shows that you don't respect people and that you need to stare, gawk and intensely look. It was not necessary to do what you did. A one second look at that woman was enough to assess her and to see whether you either knew her or if she represented a threat to you.
