This girl and I always had a vibe and tension. I think we are both shy and try to act tough. I had some problems with her for some time and I ended up blocking her. A friend of mine is with her friend and now they always invite me to do things. New years eve she was very affectionate and started dancing with me also spinning etc. While drunk she makes jokes like do you still love me. Yesterday we went drinking again and started playing a game and it said I had to kiss her. I asked her do you want that? She said yes and I gave her a kiss on the mouth. Nothing happened after. What should I think of this and how should I proceed

I think you should maybe spend time with her when she isn't drunk and see if you click. It sounds like she is either a flirty drunk (which I am too so I totally get that) or she's genuinely interested but needs the alcohol to feel comfortable enough to do something about it. Approach her and ask her out. If she says no, at least you know where you stand with her. If she says no, just try not to participate when she's drunkenly flirting with you.
