It doesn't have the effect of making me value my interactions with them more because the substance of the interaction is still the same. When it becomes harder to have that standard interaction, I'm left feeling like "wow, that was a lot harder than it needed to be."

Actually, many women in my life have commented that they find me refreshingly masculine. I think it's just that when a woman makes herself hard to reach, I read her behavior as a sign she doesn't want to talk with me. If she wanted to talk with me, she would prioritize our communication enough that she would be talking with me. I don't want to force someone to be around me if she doesn't want to be around me.

I see it as respecting the relationship that the woman has indicated she wants with me.

No. Why would a man want someone like that? Good chance she’s stuck up, entitled, as well as a lot of other things. So no I wouldn’t want a girl who is unreachable. I’m not into playing games as I’m sure a lot of other men aren’t as well. A number of women aren’t even worth the effort these days.
