Is it normal that some girls still want the guy they rejected to want them?

My best friend rejected one guy after they kissed couple of times and went out, and she liked him first. It was about two years ago. He definitely moved on cuz he just stopped giving her attentio, he used to give her a lot for a long time after rejection. She had a boyfriend after that and few make outs. Lately we talked about him and she said he absolutely doesn't give attention to her and doesn't care. So i said what she expects and that i wish for him to find some girl. She likes him a lot as a friend. But she said to it that she misses his attention and hopes he still wants her even she doesn't want him. I absolutely dont get this. If she likes him as a friend genuinely she would want him to be happy with someone new and not being stuck on her and be miserable

It's normal to miss the attention of someone who used to be interested, even if you rejected them. It can be about validation, loss, regret, or just the complexity of emotions. It doesn't necessarily mean she wants to be with him romantically.
