A man will not just look at a woman's legs, her back or her hair but he will do it with something very specific in his mind. It would be something like

"I wonder how I could touch those feet to give me an erection" or "nice back. If only I could see the front as clearly as I can see the back". It is always something sexual whether the glance is 3 seconds or 1 minute and that is what is highly disturbing.
