Pretty much most women would not like it.
I spent about 6 months travelling to work with our legal Consul, very pretty, tall and a a lover of black (goth most of the time lol).
from her house where I parked up and we walked to office via tube, she usually had 10 or so guys comment at her.
The guy in your question, is likely one of many who will have done exactly the same thing on her walk to work, shops etc.
It will happen during the day or at night which adds a further level of concern, shift the question to its 10pm dark and the guy is the 5th to do this in last 10 minutes.
It’s bad enough at times as a guy wandering around a city on your own, so many crazy people.
Sounds like the kind of comment from random men that women complain about. They don't want to hear what some random dude thinks about their appearance, positive or negative.
It doesn't matter if you think it's a compliment. They don't want to hear it. They don't know you. It's not welcome.

u Most wouldn't like it unless they have attraction to the person what u have to understand to you thi is the first compliment she had got but to her it could have happened countless times where she didn't want any to start with
If they think you're a beta - which you are if you're complimenting random women like that - theyll think you're creepy
