She's not sure if you like her back or how you feel about her, and she doesn't want to come on too strong or barge into your life or something like that.

@update: It's not really a good sign, I don't think, because, if you're interested in her then that means you aren't communicating very well with her. She's having a hard time figuring out what your feelings towards her are, and she probably doesn't want to act until she knows for sure whether you like her or not.
