One of two reasons. Either she literally mistook you for someone she did know. Or, she was hoping you might become someone who she could get to know. I have had both happen. More than once.
It's usually worth investigating. A couple of months ago, I walked into my local bar... to pick up some take out. (they have good food). I purposefully do not hang out in that bar. But as soon as I walkied in, this girl says "no way!" and gives me jump-hug even though we had never met. Turns out she absolutely did think I was somebody else. She bought me a drink, and I met her group of friends. If I had just... put her down, gotten my food, and left... I would be left wondering too. Granted, a wave is not a scream followed by a jump hug. Same principles apply though. You need to find out.
If she was trying to talk to you knowing you two didn't know each other... then that's usually worth following up too. It can be a way a girl can try to start talking to you, because she's interested.
Again, I have no idea which of the two. But... if it happens again, go talk to her. What do you have to lose?
