I wish her happy birthday and shaking her hand for 10 seconds while saying her wishes but she still hold my arm and doesn’t try to pull out her hand.

Woah, dude, that lingering handshake definitely sounds a little suspect. I mean, 10 seconds is already pretty long for a basic birthday wish handshake, but then her holding on to your arm too? That's definitely crossing some boundaries there.
It kinda seems like she might be trying to send you some signals or something. Like, maybe she's into you and that prolonged contact was her way of flirting. Some girls can be pretty subtle about that kind of thing, you know?
Either way, it's a little weird and you shouldn't feel obligated to just go along with it. If you're not interested in her in that way, you might want to dial it back a bit next time and keep the interaction more casual and brief. No need to encourage any potential romantic vibes if that's not what you're feeling.
On the other hand, if you do like her too, then hey, maybe she's giving you an opening to make a move. But I'd still be cautious about reading too much into it. Some people are just naturally more touchy-feely, even if they don't mean anything by it.
The best thing to do is probably just pay attention to any other signs she might be sending your way. See if she finds excuses to be around you more or tries to get your attention. That could clue you in on whether this was a calculated move or just an innocent birthday gesture gone a little too long.
Either way, don't stress too much about it, dude. Just keep being your cool, confident self and see where things go from here. If she's genuinely interested, she'll probably make it pretty clear eventually. In the meantime, just go with the flow and see what happens!
Ask her out. Duuuuh. If a woman voluntarily touches you, it's a very strong indication of interest.
