Why do random people stare so hard when you know it's not an attraction thing?

Like some never got the memo that it's rude. I try to dress nice etc. but I get these laser focused 👀 on me sometimes. It's annoying af. Like they never got the memo that it's rude to stare or they just don't care.

I know I could ignore them, but the thug in me stares them down til they look away.

Not a lot of people do this. Just some weirdos I guess.
