Back in my school days we were only allowed skirts (knee length minimum) during the summer months, and either trousers or skirts during the wintertime... No leggings were ever allowed.

I’m neither female or British, but I’m going to say they aren’t allowed to wear ANYTHING. If you were allowed to wear anything on bottom, theoretically, couldn’t you wear black knickers/panties with a shirt/blouse. Sorry if I’m taking the question too literally, ha ha
