I mean if your dating the woman for 6+ months and its going well she at best might be flattered but slightly weirded out, if a guy she is not in a relationship with even if she likes him saids something like this, she'll probably find it really strange and alarming at worst. I'd be careful, even if you don't have a foot fetish she could get the wrong idea and still wonder why you didn't compliment something more typical or non sexual like hair, eyes, smile.
