Probably for the same reason you would get mad if I said all rational thought stops for you the minute you get in the mood for sex... though in guys' cases that's actually probably true. And since some of you are so sex crazed/starved, I would venture to say that those guys never have a rational thought.

At least some guys. I will count you amongst those who lose all rational thought on most occasions.

Thankfully there are actual good men out there who this doesn't apply to.

It's handled much better here in Asia
It's common for a woman to declare her monthly and explain that she is not herself mentally, you are doing the right thing , normalise the declaration, all should know.

Because it isn't true plus it's such an overused statement that it is annoying whether it is said humorously or not
