Why do guys bluff all the time?

Why doguys tell girls they want to hangout and when the day comes they bluff. Thy don't even have the decency to call and apologize for not making it! The poor gril probably cancels her plans gets ready and everything to spend the day alone. THE NERVE! so why do guys not say from the beginning they can't make it? and its not that something came up at the last minute because I doubt that happenes all the time? besides I don't understand why it's so hard for guys to pick up the phone and txt/ call the girl and tell her he won't make it so she won't be waiting all night.
