What does it mean when a girl says she doesn't give out her number?

Okay so after a little time talking to this girl a little bit (whom I see at this place I frequent on Saturday nights), mainly just asking her how her week was things like that. I finally decided to ask for her number and see if we can go out. When I actually asked for her number she states she doesn't give out her number. Now I have seen her approx. 2-3 times since then and just hi how are you doing and haven't gone past that.

First off what does it mean when a girl says she doesn't give out her number? Also I don't know if I should even try again?

Some women don't give out their number for safety reasons, but if that was the reason then she'd have asked for yours so she could contact you.
