What does it mean if a girl doesn't give me her number despite giving me hints she was interested?

So I met this girl at a party and she was there selling food with her friends for their association. She was giving me those eyes and always smilling when talking to me... also laughing etc. She seemed comfortable talking to me and I shot my shot but she said she couldn't give her number bc she was working (still smilled)

Maybe i asked too soon and didn't make enough of a connection for her to feel comfortable but what if i see her on campus and this time she's not working? Should i talk to her? Ask her again?

So, she was selling something and she was being nice to you like she should be if she wanted to make business. Nothing unusual about this procedure. That is what good sales people do and men often misjudge this apparent positive attitude for something else.

What was your hope when you asked this girl for her phone number? Did you think that perhaps you could get into her pants or were you more like thinking of a lifetime relationship (50+ years)?

You totally misread her intentions but she achieved what she was probably trained to do and that is to motivate customers to buy food or drinks. Mission accomplished.
