What would a guy stare at you intently sometimes even smirk?

keep in mind I use to check this guy out not on purpose I kept thinking he was someone else. but now once we make eye contact he doesn't break it and keeps looking at me...what does that mean?

Personally whenever I look someone in the eyes and give a smile I want them to know I like subliminally. There are times when I look into peoples eyes when I just talk to them and listen to their conversation, but to me there is a difference when there is nothing said and I am just staring into her eyes and smiling. I know it seems like a very tiny detail and is hard to tell which is which, but as for me I try my best to make it seem different.

He's trying to get your attention if he does it again try and be brave and hold it and seem approachable, and open to conversation. And it's only talking if you find you don't really like him then become distant and he should get the hint.
