If a guy holds your gaze?

I was out walking when I spotted a guy a few metres in front of me. I was walking towards him and he was going in a different direction. However, he turned to look at me and smiled at me while walking. He held his gaze for a few seconds. If he turned to smile at me and held his gaze, what does it mean?

We’ve never had any interaction before.
