If you're correct about his not day dreaming, then the simple and clear message of his staring is that he finds you physically attractive and wants you to know it in hopes that you'll find it complimentary and want to engage him.
He may be ignorant of our general civic culture here in the U.S. that grants us a certain amount of personal space and privacy even when we're in public; that is, we generally expect people to be discreet about their evaluations of other people's appearance and to keep their opinions to themselves. So, here in the U.S. anyway, what he's doing would usually be considered rude.
Be that as it may, whether he was going about it 'rudely' or not, he was hoping to get your attention in a positive way by persisting in his staring even after you caught him at it the second time. So I basically agree with dixie117 that his stare is an invitation.
The only way to find out if he's a player or not, whether or not he's from abroad and not being rude on purpose, or someone you might end up genuinely liking, is to accept the invitation and talk with him.
But, say this happens again, and you find him -- or someone else trying the same tactic -- attractive and you're intrigued and flattered enough by his staring that you want to at least talk to him, I would suggest NOT getting up and going over to where he's sitting/standing but rather finding a way to communicate your interest and invite him into YOUR space.
You could do that, for instance, by returning his stare, smiling, tilting your head too, and then tossing your head slightly to beckon him over. Or just could just crook your index finger.
In my opinion, if you just up and go into his space it would be too much like obeying a summons and would immediately put you in a subservient position and him in a dominant one. You're a woman! One of the most powerful natural forces on this planet! So don't surrender any of your power at the git go by submitting. If you want to get to know him a bit better, make him come to you.

Or if you don't look away, it means for him, that you want him to come over to you and talk to you.
If it's a random guy, he is propably a player. If he is a guy that you see alot, he got a crush on you.

The guy probably seemed interested, the fact that he didn't look away when you returned his gaze shows that he's pretty confident and wanted to see what you'd do during the moment that both of you were starring off at each other.

That he's interested in you, at least physically. He's checking you out, making sure you know that he's doing it too.
That has happened a few times, but it isn't just a couple of seconds that we are locked.
What it means is that we both know we are going to have sex after a short conversation.
