If you catch a guy staring at you and he doesn't look away what does it mean?

I was walking back inside from hope and I seen my crush with a group of people so then I was behind blah blah anyways I went inside and he was outside I got a drink of water and when I turned to look out the window he was staring at me and he didn't look away he was out side of the window and I was inside the building and we kind of both just stopped and were staring at eachother it got kind of awkward so I turned and walked back to class I think I should have probably smiled or something what do you think he was thinking? Why did he do this? Was this weird?

Hmmm... He's certainly taking more than a little interest in you that's for sure.

It might just possibly be necessary for you to make the first move and talk to him whilst you're on the bus.

After all you have absolutely nothing to lose, but possibly a huge amount to gain. :)

It depends on how he's looking at you. If he's trying to make sexy eyes then yeah he's definitely interested haha. If he looks kind of angry he might be racist or offended by how you're dressed. If he looks amused you might have something on your face. etc.

No I don't think it was a racist look lol where the same color but he looked a bit embarrassed when I first looked then it was just weird we just stopped walking/started walking extremely slow while holding eye contact

Well when I'm looking at a pretty girl and she notices that I'm staring I can feel embarassed because she "caught" me. :) It's frowned up to stare at a woman for too long because it can make her feel uncomfortable. So you sometimes feel like you did something wrong or you are ashamed of yourself for staring. If the guy has some level of respect for women he will feel bad that he stared. Or he could blush because he knows that you probably know he finds you attractive. I don't know if I'm being clear or if that makes sense to you lol.

But see what if a guy already has a girlfriend? Staring at other women could feel like he is cheating on his gf. And if he's 25-30 years old and the girl looks like she could be underrage, then that's another reason to be ashamed of staring. But normally a guy like this will look away. If he maintains eye contact it might be because he wants to read your facial expression to see if you're interested in him as well.

He actually wasn't staring at you... there was a clock right above the window you were at, and he was trying to see the time. Unfortunately, he has semi-bad eye sight and he had to focus to see it, causing him to stare at the clock.
