I don't go to clubs nor bars so I can't comment on that. But I've been approached a few times in high school and in college, always by girls that I hadn't noticed before ...and you can interpret that any way you like. But their opening line was never a compliment, more often than not a question that I could only answer yes or no to, but they kept the conversation going. It never amounted to any thing because I wasn't attracted to them
He'd have to be physically attractive and has to carry the air of confidence. If he's lacking in both of these (personality, included), he literally stands next door to no chance.
Everyone is different, but there are still qualifications that have to be met in order for life to be experienced differently.

1. Attractive women don't really need to. Men will approach them.
2. Women are terrified of rejection and will cry themselves to sleep over a guy, wondering why he doesn't ask her out, before they ask him to coffee. I've heard women flat out claim that men don't get hurt feelings over rejection like women, so much need to stop being cowards, etc.
Very rarely, and that isn't likely to ever change.
Why? Because they don't have to. There's no good reason for them to do it (because they know guys will) and plenty of reasons not to (the same ones that make it difficult for guys to do it).
Most don't. A few women do like to take the initiative for themselves, but its far from being the norm
I might try to be friends with a guy I find attractive but I would not ask him out or pursue him.
