Cuddling and making out always tends to lead to a blow job. Why does the guy expect to get off every time when a hook up doesn't lead to sex?

I think it's guys just being selfish honestly to expect a BJ. It's something I consider to be a sexual favor. People don't just do favors for anyone. Granted some girls love giving BJ's, there's usually some relationship going on and the girl just really likes the guy. But overall, cuddling tends to lead to sexual things, but whipping down the pants going "suck my dick" sounds like something that would really kill the mood.

Well, to me the term "hook up" implies sex or oral. For me, a blow job feels way better in sensation than sex. I prefer a blowjob. The whole act of sex can be a lot of work sometimes, LOL. If you are just not feeling up to performing then a blowjob is the easy way out. Can't get pregnant from a blow job, so there is always that stress out of the way too. Now, fair is fair. Maybe your using the word "hook up" wrong. A hook up IS SEX full on intercourse. If you said "lets hookup" that's like saying if we go out you can fouck me.
But you say yes to a date then some sort of sexual activity is on the list of high probabilities but not an expectation.

Surely a hook up by definition is getting off so if it's not leading to sex or similar it's not a hook up.

Don't get me wrong I've not often said no to an orgasm but usually it's a fair trade, well as close as can be with the ability of multiple orgasms to one.
