It's genuinely the case when a men playfully touches a women, anywhere non perverted of course, means there flirting. The reason we do this is to show that we like you and that we are confident. Most men won't flirt with a girl by touching, thus showing that the ones that do touch are different than most guys. In our mind we somewhat believe that this is what women look for in a guy, which isn't always the case, but it could be. It could also mean that he's being friendly, like if you notice he does it to multiple women then he could either be friendly or a "player." If you don't like it when he does that you should let him know, it's not a crime to protect your privacy. Hope this helps!
