What does "Let's do happy hour" mean?

I met a guy through an online dating site. He sent me a first message and we messaged back and forth 3 times. He messaged me and said Let's try to meet up sometime and I replied "Yeah, I'd love to." 2 days later he replied "Sounds good! Let's do a happy hour" and I replied "Sounds great!" After that he never texted again to make plans. I wonder what do guys mean when you say "Let's happy hour" without any definite plans? it's pretty indefinite. Was I supposed to set up a date and time when I replied to his last message? Did I get the brush off? What do you all think?

Usually happy hour is when you get off work at around 4 or 5 and you go to have a drink! He's basically wanting to go grab a drink with you and chat. Just set up a time and place with him. :)
