I'm sorry I posted tongue-in-cheek but I wasn't trolling; the point was that a winking emote, like an exclamation mark, varies in what it conveys depending on the context, you can't take it out of context and expect a meaningful suggestion as to what someone else might have been thinking when they chose to juxtapose a semicolon with a bracket ;)
