I can say this for sure because i'm also like that. He has a huge crush on you and are too overwhelmed by the beauty he is looking at and then i paralyzes. He is afraid of saying anything because he want it to be perfect. If you start the conversation all the time even when he breaks it he should beginning getting a little more secure. He want to talk to you so bad so go talk to him if you are worried about why he is acting weird.
