Ok, I sent him some pics of me on my birthday. He said they were cute. I said I know he has a lot on his mind and did he forget or something. I keep it real lol.

I would think he would at least say "happy Birthday". is it possible he didn't hear you? or was it text/email?
if it was text/email and I he didn't get back to you until the next day or longer, then he probably figured it was done with so what's the point. Personally I am going to mention it but I am just that much of a sweet guy ;)
I guess it just depends on context, how long you have been talking/chatting, etc. But no, I would not say it means he has no interest. Most of it depends on other factors.

I hope you're right. I did mention it a few times in text, adding that my birthday is really important to me, etc . It's like he's purposely trying to avoid it or something. Then, I asked if he forgot in text. Haven't heard from him since. I don't want to be unreasonable but it all seems so dismissive.

I would say no, he is not into you in that way. If I liked a girl, and knew it was her bday, I would let her know I was thinking of her at least, if not some very small casual gift to show I am interested.

I can totally understand, but I think in this case it also depends on how long you know him and how close you are to him already - I think many guys can be kind of clumsy with (important) events to remember in general

It might not mean anything at all, I don't think he ignored your birthday I think he rather just forgot about it - did you have a birthday party or did something special? If yes, you could try to upload photos or posts of it and thank the people who congratulated you on social media (in case you have him as a friend on there) and just wait for his reaction

Probably he doesn't even care about his own birthday (like me), so, nothing to worry about. Many guys treat these things as silly. Best thing to do to find out if he would help you out when you are in a difficult situation -- that's it.
