"I really care about you" meanings please - is this love?

To really care about someone and " can never thank them enough" how do you interpret this, from a girl to a guy?

I say that to guys I'm interested in when I do really care about them but am too afraid to tell that I actually really like them, possibly might even love. I've also said that I can't thank a guy enough for what he's done for me (one in particular has gone to extremes for me) in hopes that he realizes that I really appreciate what he has done and that someday I will repay the favors.

However, there are times that if I don't want to hurt someones feelings I will say I really care about them, but I don't care for them in the sense that they care about me. Meaning I don't want more from them, but I do care about them and want them to know that.
