You would assume that it would mean the same thing and when you do care deeply for someone it should mean that they love you, but people are always a little more complicated than that. It really depends on the context of how, when, and why they said that to you. If it's just after you both survived a train crash, it might be just a deep admiration thing, but if you had just finished a second date, it could mean they are having feelings for you and expressing to you that they like you without coming out and saying it.

No, it really isn't the same. Loving someone is when you feel completely secure with them. But there are many different kinds of love. Caring deeply is with a friend, (ex. I care deeply about her and consider her my family)
