Different things to different guys. For some, it's a way of describing an attractive, but not gorgeous girl. For others, a girl can be cute while also beautiful and/or hot. For others still, it's just a way of saying that a girl is sufficiently attractive enough to want to talk and get to know.
As far as being "cute" in certain situations, to me, it's the equivalent of being adorable. A little niece or nephew can be cute and adorable when they play just like your grandparents can be cute and adorable when they sing just like a woman can be cute, esp when she's mad...
It means you're cute and that we wanna hug you and cuddle and squeeze you because of how cute you are.
It's a very good thing. :D
