this may be hard to believe for you, specially if your mind is always busy thinking
but we're able to simply not think at all, I mean... emptiness, nothing, nada.
when it happens in that kind of situations, either he's shy or the kind of man that isn't talkative. Personally I rarely talk unless I have something to say, thus leading me to remain silent for a moment when questioned
however, this could mean he feels comfortable with you / in front of you
(btw: that can be the perfect instant to literally fuck with a guy's mind, depending on his mindset/personality, a simple wink can turn us red and shy, or heart melting and cheesy talking, or even pops a strong boner out of nowhere)

Well, if I'm not already taken, and I'm interested in them, I'll look into figuring out what kind of person they are by watching them for maybe a minute or two. If I think they're a good person, I'll think about approaching them to talk. But honestly, no one's worth approaching these days. Sex sex sex is all that people talk about. So I digress.
