It's a sign of affection. I only use it with friends I know, know nothing's gonna happen between us, that I don't like them romantically, and they don't like me romantically either, because I know the emoji can be confused.
When I used it with a girl I like, I use it also as a sign of affection, but also that I like her.

I've also used it to tease friends lol like if I diss them as a joke, then I put that emoji, I think it's funny xD
