Why does he stare if he blocked me on everything?

We fought and I apologized and he said it was cool but he doesn’t want to be friends anymore. But now it’s continuous stares and my friends have started noticing.

He keeps looking at me and being weird and I’ve reached out to try and talk to him and he shuts it down.

He also awkwardly sits in class and points his body at me when the teacher is no where near me.

I’ve made numerous attempts to be his friend again and he wants nothing to do with it, but the staring and his friends are getting weird

He also has blocked me and then unblocked me only to block me again?

I feel like he wants to forgive you in his heart, but can't. Or, he still absolute hates you and he's staring at you to see how you respond. My advice would be do the opposite, act like you don't care, don't talk to him, act like he doesn't exist. Then he might come talk to you, It's reverse psychology.

I'm my opinion, I would confront him. I would say "Why do you keep looking at me? I'd rather you not, so stop." Stand up for yourself, and don't be nice about it, be strong and brave.
