I'm guessing you're assuming he's flirting in a covert or hidden way as you've put this in the Flirting section of the site? This could be true but you've not given much information to go on. I find women are annoyingly efficient at determining when a guy likes them or a friend of theirs - something I had to take my time to learn. If you say you think he may have liked you in the past then think back to that time and re-analyse.
Back in college I used to do the whole pat on the head/punch on the arm thing couple with jokey comments that just about aren't too mean when I liked a girl. It was only because I was way too afraid to insinuate further that I may like the girl. Thank goodness I sorted that out because the 1 or 2 girls I liked I managed to become friendzoned with, which most definitely wasn't the ideal outcome.
He may be too shy to take it that step further, so, if you think you may like him, then take it that step further. If you do not like him then I guess you'll just have to make it obvious you're not a viable interest for him.
It seems like an endearment thing, like something you would do to a little kid (younger sister). Depending on the guy it could just be an excuse to touch you though.
