It depends on if he is older or younger. If he is hitting puberty it is probably curiosity. If he is older he probably (not to slut shame) doesn't want his little sister going around dressing in skimpy clothing. Guys are aware of what other guys think and want to protect you because you are his sister.

In other cases it might be he is taller than you and just has to look down to talk to you. (This happens because I'm 6ft tall and some girls aren't aware that from the front looks ok but from above sometimes guys can see everything. There has been more than one occasion where a girl wasn't wearing a bra under her tee shirt, came to talk to me, and i could see it through the gap in the collar of her shirt.)

Also consider if he really is looking at you in a perverted way. I don't want to slut shame, but in some cases it could be the fact that he is uncomfortable with the way you dress. If he hit puberty recently and started learning what is considered sexy or un sexy clothes he might just be uncomfortable. I had an older sister who used to walk around the house in short shorts and a semi see through shirt with no bra for pajamas. I generally didn't notice or give a fuck, when i hit puberty then I became uncomfortable around her. I stopped giving a fuck after a year or two since i didn't care.

Depends on his age. If he's just hitting puberty then it's curiosity, but you might want to address it. Cause it could make other girls uncomfortable too
